POSITION DESCRIPTION

JOB TITLE: Utility Account Specialist/ Clerk

SALARY: $15.00 – $18.00 per hour (with Benefits)

REPORTS TO: Town Clerk and Finance Director

MAJOR FUNCTION

This is direct and indirect public contact work establishing and servicing residential, commercial and other specialized utility accounts. The employee provides single-contact resolution in service initiation, on­going account review, management and maintenance and responds to the more difficult technical inquiries related to utility services. Work is performed under the direction of the Town Clerk and Finance Director; however, the employee is expected to exercise considerable independent judgment and initiative in the performance of daily tasks. Work is reviewed through analysis of reports, observations, and by results obtained. The employee also performs advanced clerical and specialized accounting work in compiling, maintaining, and verifying diverse statistical, fiscal, and bookkeeping records and accounts

ESSENTIAL AND OTHER IMPORTANT JOB DUTIES

Essential Duties
Serves as the primary contact for the receipt and processing of requests to initiate and/or terminate residential, commercial and other specialized utility services. Analyzes accounts to establish deposit requirements and makes credit arrangements. Establishes deposit/security requirements that consider customer’s credit worthiness and the Town’s exposure to risk. Analyzes utility account histories for the resolution of problems. Processes all adjustments and corrections to ensure proper billing for assigned accounts. Manages collection of delinquent accounts; approves payment arrangements based on guidelines and individual discretion, and orders discontinuance of service, as needed. Develops processes, guidelines, and procedures to ensure appropriate account management. Handles escalated customer complaints.

Maintains ledger files. May originate accounts receivable statements. Maintains receipt books. Makes deposits to appropriate accounts. Verifies invoices and receipts and, where cost accounting is involved, breaks down charges to individual accounts of projects. Operates, when necessary, all standard types of office machines, including posting machines. Enters information and transactions in computer. Correlates invoices, purchase orders, and vouchers for payment. Codes invoices. Assists in compiling payroll. Examines financial records for accuracy and completeness according to prescribed standards. Posts journal entries to general ledger. Maintains, processes, and balances daily cash receipts. Assists in validating. Maintains work order files. Prepares statistical statements and various financial reports. Performs related work as required.

Other Important Duties
May maintain purchase ledger. May maintain inventory, equipment, property, and various other accounting and control records. Performs related work as required.

DESIRABLE QUALIFICATIONS

Knowledge, Abilities and Skills
Considerable knowledge of the utility and general government services, functions, organization, ordinances, rules, policies, procedures, and regulations. Extensive knowledge of customer billing, credit collection, and overall utility accounts operations or practices. Knowledge of bankruptcy laws, loan regulations, state and federal laws governing utility billing and rates. Ability to participate in office activities in various sections to ensure uninterrupted flow of workload. Ability to perform and understand complex mathematical functions. Ability to understand and implement oral and written instructions, gather and analyze information, prepare reports, and maintain records. Ability to exercise considerable independent judgment and creativity in solving complex problems and in making decisions in accordance with ordinances, rules, and departmental policies and procedures, or other regulations. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships as necessitated by the work. Ability to work under pressure and maintain a high level of accuracy and self-control. Ability to perform work in a courteous and impartial manner. Skill in the use of microcomputers and some associated programs and applications necessary for successful job performance.

Knowledge of bookkeeping and accounting principles and procedures, standard office practices, methods, and procedures. Ability to properly apply bookkeeping and accounting principles, both in actual work and in review of same. Ability to operate standard office machines, including posting machines and personal computer and associated programs and applications necessary for successful job performance. Skills in mathematical computations and in working with numerical data.

Minimum Training and Experience
Possession of a high school diploma or an equivalent recognized certificate. Five years of experience that includes utility billing, utility cash receipts and controls, utility accounting, bookkeeping, clerical accounting, or an equivalent combination of training and experience. Graduation from an accredited four-year college or university is preferred, and may be substituted for one year of the required experience.

Necessary Special Requirement
Must possess a valid Class E State driver’s license at the time of appointment. Ability to pass a Level II background and drug screening, ability to lift at least 15 pounds, ability to sit and stand for extended periods of time.
